Job Summary:


The Public Works Manager is responsible for planning, coordinating, and supervising daily operations of the Public Works Department, including streets, sanitation, drainage, facilities, and related infrastructure services. This position manages personnel, equipment, and resources to ensure safe, efficient, and compliant public works operations while supporting long-term departmental goals. The role requires the consistent exercise of independent judgment, leadership, and technical expertise under the general supervision of the Public Works Director.


Essential Functions:

·         Plan, organize, and supervise street, sanitation, and other public works operations including performance management, training and discipline.

·         Assumes the duties of Public Works Director during his absence.

·         Direct, assign, and evaluate the work of supervisory, skilled, and semi-skilled employees.

·         Participate in and oversee construction, maintenance, and repair activities involving streets, utilities, facilities, and equipment.

·         Ensure compliance with applicable federal, state, and local regulations, safety standards, and departmental policies.

·         Inspect work sites to monitor progress, quality, and adherence to specifications.

·         Assist in developing work schedules, staffing plans, and operational priorities.

·         Respond to citizen concerns and service requests in a professional and timely manner.

·         Assist with preparation and monitoring of departmental budgets, purchasing, and inventory control.

·         Coordinate with other departments, contractors, and outside agencies as required.

·         Support emergency response efforts, including after-hours availability during severe weather or critical incidents.

·         Recommend improvements to operations, equipment, and procedures to enhance efficiency and service delivery.

·         Ensure equipment and vehicles are clean weekly or when not in use.

·         Promote a culture of safety, teamwork and accountability.

·         Coordinate activity with other City departments and external agencies.

Knowledge, Skills, and Abilities

·         Strong communication and interpersonal skills.

·         Knowledge of public works operations, including streets, sanitation, construction, and maintenance practices.

·         Knowledge of occupational safety regulations and safe work practices.

·         Ability to supervise, train, and motivate employees.

·         Ability to plan and prioritize multiple projects simultaneously.

·         Ability to exercise sound independent judgment in varying operational situations.

·         Ability to read and interpret plans, specifications, and technical documents.

·         Proficiency with basic computer applications related to scheduling, reporting, and recordkeeping.

Education and Experience

·         High school diploma or GED required, associate’s degree in public works, construction management, or a related field preferred.

·         Five (5) or more years of progressively responsible experience in public works, utilities, construction, or maintenance operations.

·         At least two (2) years of supervisory or lead experience preferred.

·         Must have a valid driver’s license

·         Must pass drug screening.

Physical Demands and Work Environment

·         Ability to perform field inspections and occasionally participate in physical labor.

·         Work is performed both indoors and outdoors in varying weather conditions.

·         May require lifting, bending, standing, and walking for extended periods.
