Deputy Clerk of Elections

The ideal candidate has three (3) years of professional-level experience analyzing and implementing regulated processes, procedures, practices, and/or policies in a government, corporate, or non-profit environment. Experience can include working in the implementation of programs or engaging staff in community orientated programs. To succeed in this position, you know how to research and manage your time wisely. This position is not an easy one on one to walk right into and be trained. The ideal candidate can work on their own and be self-motivated to self-teach their role. Elections are a national level of criticized procedures and must be followed through by the regulated statues. If you have a detail-oriented mindset and focus closely on the specifics of each task you complete this position would be a great fit for you.

 

This position requires close attention to detail to complete job duties efficiently. The purpose of this position is to provide clerical services, assisting the public in a professional and courteous manner, to maintain voter registration records and assist with candidate and committee processes and to ensure that voter registration and elections are conducted in accordance with the Election Laws of the State of Missouri.

 

Work Schedule: During peak election periods, this position will be required to work extended hours which may include evenings, weekends (both Saturdays and Sundays) and early morning/late night hours on election day/night.

 

Regular Schedule: Monday – Fridays 8am- 4pm up to 38 hours per week.

Compensation: - Entry Level Pay but can be based on experience. Up to $15.50/hr.

Essential Responsibilities and Duties- not limited to the following:

1. Prepares voter registration; by mail, counter, or off site.

2. Input voter registration into the computer system and maintain electronic and card files.

3. Prepares absentee voting by mail and counter.

4. Coordinates election set up and reporting in MCVR and RTR; election judges; polling places; voter lists, poll books; list of candidates; publications in the newspaper.

5. Coordinates election equipment; testing; ordering; maintenance; storage of election tabulators, ADA machines, Election Apple Pads/I-polls, kits, voter boxes, and signage.

6. Prepares candidate filings, certifications, reports, order ballots.

7. Prepares County wide canvass of voters every two years.

8. Responsible for mail machine; order/install postage, monthly accounts reset, general maintenance.

9. Submits payment request for State & Federal Grants.

10. Ability to research & apply for grants for money reimbursements.

11. Maintains election records and files- as needed.

12. Trains Election Tech support and Election personnel.

13. Interacting and working well with co-workers, exchange information, coordinate assignments and problem solve with other employees.

14. Operating a computer, copier, office equipment (as necessary to complete essential functions), to include the use of word processing, spreadsheets, presentations, database and other system software.

15. Maintaining a working knowledge of the Missouri Voter Registration System(MCVR) and

16. Maintaining a comprehensive knowledge of the Election Laws of the State of Missouri
       (115 & 116 ).

17. Responding to public record requests.

18. Responding to e-mails and other inquiries.

19. Assisting Candidates and Committees, as allowable by Missouri Statutes.

20. Assisting with Poll worker training classes.

21. Assigning Election workers and Poll workers.

22. Assisting with Outreach, which may be done before, during or after regular Office hours.

23. Generating reports, logs, and listings from databases; may include scanning documents.

 

Other Important Responsibilities and Duties

1. Answers phone and provide assistance to the general public.

2. Responsible for the assigned email for office.

3. Responsible for accurately reporting and documenting monthly abstract of collected fees to be turned over to County Treasurer for deposits.

4. Assists with processing of Notary Applications

5. Organizes annual document shredding services for all county offices as assigned by County Clerk.

6. Performs other duties as assigned.

 

Knowledge of:

1. Office methods and procedures and the use and care of standard office.

2. Microsoft Excel, Word, Email.

 

Ability to:

1. Read and post numerical data rapidly and accurately.

2. Perform basic mathematical computations to include, addition, subtraction, multiplication, and division & percentages.

3. Understand oral and written instructions.

4. Communicate effectively verbally and in writing.

5. Prepare clear, concise, and organized business correspondence.

 

EXPERIENCE AND TRAINING GUIDELINES

High School Diploma or GED. One to three years of office job-related experience is desired.
